The Pasteurized Milk Ordinance (PMO) - The Food & Drug Administration's (FDA) Pasteurized Milk Ordinance (PMO) is the accepted the operating guideline for the handling and production of milk and dairy products in Vermont.

Vermont Rules for Selling Raw Milk From the Farm - Vermont statute (6 V.S.A., Section 2723 (3) exempts from licensing “A person who produces and sells or offers for sale less than 50 quarts of milk in any one day, but in such case an inspection may be made and reasonable sanitary requirements shall be complied with”.
