July, 2008, Local Foods Update

Definition of “Local”: One obstacle to tracking local foods used by institutions and other large buyers has been the state’s definition of “local” that limits fresh produce to what is grown within a 30-mile radius from the point of purchase. With the help of Rep. Zuckerman, that definition has now changed to within 30 miles or within the state of Vermont. This inclusion of a state-based measure should make tracking simpler. Work is underway to develop these tracking systems and use them to better understand progress and challenges in local buying.

Please Note: The legislation only sets the common, default definition – individual retailers can define “local” in different ways, as long as they clearly label the definition they are using (for example, “within 100 miles”, “within New England” etc.).

Healthy Workplaces Initiative: The Department of Health has built a healthy workplaces initiative, which includes encouragement to purchase local, healthy food. A link to their work has been added to the Workplace section of the Local in State Government page (http://www.vermontagriculture.com/buylocal/government/local.html).

Matchmaker 2008: One clear message from the April 7th feedback was that large-scale purchasers need an efficient way to make connections with the distributors that can deliver local foods and food producers interested in selling to larger customers. With that in mind, a Matchmaker event similar to the one currently offered for small businesses through the Department of Economic Development will take place in late October or early November. The business Matchmaker uses a format that rotates sellers through buyers’ tables for short, one-on-one sessions. A pre-event packet with information on products each buyer is seeking helps sellers select where to spend their time. Follow up information helps everyone keep in touch about upcoming sales opportunities.

EBT Machines at Farmers’ Markets: NOFA-VT is a lead partner in bringing debit machines to farmers’ markets that will allow shoppers to use federal food assistance (through EBT). Basic information about the program can be found at http://www.nofavt.org/market-organic-food/farmers-markets/ebt.

The VT Agency of Agriculture is working to expand EBT machine access beyond the core pilot group currently enrolled. The Governor’s recently announced “Food & Fuel” partnership initiative supports this goal.

Ongoing Work: These are only a few of the highlights in ongoing work to connect state institutions with local agriculture. Some are still in the planning stage – others may be completed soon.
