Plan Development
If you are developing a plan, up to $9 per acre, plus the cost of soil ($15 per test) and manure and other waste testing ($35 per test), is a available pending funding for plan development. This program also offers reimbursement up to $8 per acre pending funding for PreSidress Nitrogen Testing (PSNT) whether your plan is new or existing.
Plan Update
If you have not developed a plan yet, an additional $5,000 is available pending funding for three years of plan maintenance and update ($2,000 per year for the first two years and $1,000 for the third and final year of plan maintenance and update). Maintenance and update payments cannot exceed the cost of initial plan development.
If you have an existing plan and are no longer receiving financial assistance to update it, up to $3 per acre with a maximum of $1,000 is available pending funding for updating the nutrient management plan.
Payments
Total grant payment is limited to $14,000 for plan development and maintenance/update. Payment is contingent upon meeting nutrient management requirements as detailed in the General Permit for Medium Farm Operations (regardless of farm size). Generally speaking, the plan must meet the USDA NRCS Technical Practice Code (590) for nutrient management and must also describe manure and waste handling and storage within the farm's production area.
Prior to receiving payment, the plan must be submitted to the Vermont Agency of Agriculture, Food & Markets. It will be reviewed to assure it meets these technical requirements.
